The answer to this question actually has nothing to do with the family relationships. When someone gets into a car crash, the owner of the car AND the driver of the car that is at fault for the crash are both held liable. This means that if your daughter crashes into someone, both she, as the driver, and your wife, as the owner, are held liable for the damages. Insurance typically follows the car, not the driver. This means that the insurance company that insures the car (in your daughter's mother's name) will pay for the damages, regardless of who was driving, be it your daughter or one of her friends at college. If a settlement cannot be reached with the injured parties, the insurance company will appoint an attorney to represent the interests of the driver.

This is a loaded question, depending on which state you reside in. In forty-two states, the liability of the wife is also of the husband, unless you are divorced.
In twenty-two states, the daughter will affect both parents, regardless of what the insurance policy says.
Usually the insurance company will pay for the fault; but the parent who owns the policy can suffer higher premiums or cancellation.
I know a man and wife that put everything in his wife's name and the insurance only in his name. That way, there was nothing for anyone to get under civil action. But, the man needed to do trivial jobs, to keep from having his wages garnished.
But if you have maximum coverage, there may be nothing to worry about.

until your daughter is 18 even if the car was in her name because she is still a minor the liability still falls on you. So either way you title the car you can still be held liable.
