If you would like my honest opinion, I don't think that Florida will ever be evacuated 100%. As global warming continues to be more of a danger, I think that most hurricanes will gradually grow stronger and eventually a 5+ hurricane will hit. At that time, I think a lot of people will flee Florida and go as far north away from the ocean as possible. However, there will always be someone "left behind" so to speak and they will chose not to evacuate.
