is there a way to get email notification that the recieiving party has read an email?

yes you can get notified when the email is opened by the receiver by requesting a "Return Receipt" in Thunder Bird or "Read Receip" or "Delivery Receipt" in Outlook.

Check the box "send receipt" in compose.
not all email services have this option.
