Stretch marks are caused by rapid expansion of the skin. This can happen during pregnancy, during rapid weight gain or a growth spurt. It can happen to all parts of the body.
The skin exposed by the stretching has less melanin than the normally exposed skin so its lighter and does not tan well, if at all. That's what makes it so noticeable. No cream or lotion can change that.
All ethnicity groups are equally plagued by this phenomenon.

I think it depends on the woman's age, size etc...
I don't believe it has anything to do with race.
I was 18 when I had my first child, and I got very bad stretch marks which still haven't faded. I think I got the stretch marks as I was a size 6 when I fell pregnant, and my body was still undergoing changes at that age, I have been a steady size 10 ever since.
