because the chemical properties of water change the alocation of atoms and molecules in the ground level. the level of humidity brought in by the droplet of water which has level of humidity at 100% starts to share its properties with the ground. because of the collateral impact of the H2O on the earth surface, till the time water doesnt percolate in the soil, the ground appears to be wet.

Alternatively, it might be the hand to some terrorist organization like al-qaeda which resulted in ground getting wet.
