There are three Sea World parks within the United States. Their website is a wealth of information about all the animal encounters and exhibits. After surfing a little, I was able to find the answer for each park.
Sea World Orlando (I have been to this one) has a moving walkway that moves you passed glass enclosures with penguins of different types. Each in an environment mimicking their natural surroundings. But, you cannot feed them or pet them. Here is a blurb about the Penguin Encounter:
"Experience SeaWorld's slice of the Antarctic, the Penguin Encounter, while a 120-foot-long moving walkway transports you through this frozen wonderland. You can see more than 200 penguins -- including Rock-hopper, Gentoo and King -- and three species of flighted birds as they jump, slide and dive both above and below the water."
Sea World San Diego doesn't mention anything about being able to pet or feed the penguins. Here is the blurb from their site:
"Chill out with nearly 350 Antarctic penguins at the Penguin Encounter, a snow-filled habitat where penguins swim and waddle in 25°F temperatures. The Penguin Encounter is home to six species of cold weather penguins from the Antarctic and sub-Antarctic. Magellanic penguins, a temperate weather species from Chile and Argentina, play in an outside habitat."
Sea World San Antonio mentions the moving walkway, but nothing about petting or feeding again. Here is the blurb from their site:
"More than 200 penguins will entertain and delight you at the Penguin Encounter - a sub-Antarctic environment where temperatures hover just above freezing and snow falls daily, no matter the season! A moving walkway will transport you past large viewing windows and into the Learning Hall where you can learn more about polar life and exploration. Another nearby habitat also houses alcids, aquatic birds of the northern hemisphere."
So, I am sorry to report that there is no petting or feeding the penguins during your stay at the Sea World parks, but feel free to take as many photos as you like and enjoy your stay at Sea World, a part of the Busch Entertainment Corporation.

fenced off and the smell is pretty strong in their area.

i went there in feb 06 and they were fenced off so you could only watch but ytou cna get close enough to see them good and you can feed them but not touch
