Waxing or epilating will last the longest...no idea how long it takes for men's hair to grow back though!
Shaving doesnt really work that well as you end up with stubble all over your legs!

Wax and epilating are the most painful options as they remove the hair from the root. However, they are the most permanent options and it should be about a week before you get even the slightest regrowth. Using a dipilatory cream such as "Veet" will be about 3 days before you get a slight regrowth and with shaving it is only 1-2 days before you'll have a bit of stubble but of course this is the easiest and most pain-free method. Hair grows at different rates depending on the person. i would always reccommend shaving for legs, but it would grow back stubbly within 24hours unless you use a hair minimising lotion which just makes the legs and hairs smooth to touch. I have yet to find a wax that actually works, and it's painful - don't believe the adverts, it rags! Hair removal cream is good but you'd generally have to have short hair in the first place so that it gets to the roots.

Permanent removal would be electrolysis.
Waxing lasts for a week or even a month depending on how quickly your hair grows back.
Dipilitating can burn if you have sensitive skin. Try a test patch first.
Shaving is an every day thing to keep the stubble away. (Eventually over time, it will start to decrease the stubble.)

waxing lasts the longest. Use one of the better ones for up to 4 weeks hair freeness. You can also get permanent removal like laser treatment. There are some DIY ones which, in the UK are about £40 but not sure where else.

I'd say wax it normally it pulls out the root so it takes about a week for it to grow back really fun allow him to do it really cool because sometimes its harder to do it yourself or better both do it at the same time just a suggestion :)
