Do you mean the term "flat" like "I'm European so I rent a Flat instead of an Apartment like they do in the States?" Or do really mean a flat building vs a high rise building? Cuz that should be pretty explanitory. You can have a flat IN a high rise, it's a type of apartment

A flat is a single unit (which can be in a high rise building). Thats why you can have a block of (HDB) flats, which in itself constitutes a high rise building.
