I mute the tv when they come on.

Excessively so.

I can't speak for other countries, but in the UK it is legal for advertisers to broadcast commercials louder than the the regular programming (can't remember up to what decibel though, it was a long time ago that I studied marketing). But personally I think it's too loud. I'm with you, I often have to turn the tv down or mute it when commercials come on.

You can buy tv's now that "normalize" the volume, so that it brings everything into the same range, meaning you don't have to keep turning the volume up and down. But in my experience, whenever I've set our tv up to do it, the sound quality of the regular programming never seems to be as good.

I take it that you use 'noisy' figuratively. No, they are not noisy. In fact, commercials are a brilliant marketing ploy. Commercials nowadays are also very brief and entertaining. There is a reason behind that. REsearch shows Gen X have shorter attention span,

I read the programs are packaged and edited with certain levels. Since the show you're watching and the commercials were produced by two different companies/people etc.... the sound levels will be different.

I rarely watch TV programs that have commercials, but I find them irritating when I do...I use the time for washing dishes..etc.
