Your idea is extremely interesting and feasible on the first thought, but...
Firstly, gays go for anal sex as the anus is tighter, more stimulation of glands = more pleasure. Thus, by doing so, it will encourage more rape.
Next, homosexuals can refer to gays and lesbians. Therefore, if it only seeks to deal with one side, it does not help nor deter the other.

I don't know if you're being silly by asking this question or just...retarded? But, no, it would not make a difference. I don't like men because of the junk in their trunk, but the for the simple fact that they're a man. It's not a "hole size" thing, it's a mental/physical attraction towards the same sex, just like heteros.
