No, it is not wrong. Personally, I find it easier because you really get to know the other person before getting imtimate. Sometimes you find you're not really attracted to that person in the first place, and that saves a lot of potential hurt feelings.

Actually I'm going to go along and disagree with the other answers . Its usually the guy who wants to skip the whole friendship thing .
From which angle are you asking this from ? Basically are you the guy or girl ? (not to be rude or anything, but I never guess based on someones nickname ) ?
Girl angle - He could have recently been hurt and wants to see if you'll do the same . If through your "friend" stage you find that that he has not been hurt and has no other reason to be fearful/reluctant of just starting an intimate relationship it could be that he may not be as interested in you as you are him . But then again maybe he's just shy . Either way you'll be able to find out so much more about him as friends .
Guys angle - she may be suspicious and think that you aren't interested but if something does happen between you two she'll most likely be grateful that you took the time to get to know her .

Wrong? WRONG??? I think that's the BEST way to do it!
Eventually the lust goes, at least at times, and if you don't have friendship to fall back on, it's time to move on. Find someone you want to TALK with when you're 89, because guaranteed the sex isn't going to sustain you, no matter how hot it is now!

Hell No its not wrong !!
If you don't have a solid foundation of friendship then what do you Really have?
Not much...thats for sure!
A solid friendship before a relationship will produce (in most cases) a much stronger and healthier relationship.

No. My wife and I were inseparable best friends for the first year and a half that we knew each other. That was 13 years ago.
