que sera sera is the chorus to a song Doris Day sang. It became popular due to the Hitchcock movie... "The Man Who Knew Too Much" which started James Stewart and Doris Day.

A folk song is usually an expression of the life of people in a community; que sera sera is just a song about an individual's life and her mother's advice. So no, not a folk song.

Yes. Folk music, in the original sense of the term, is music by and of the common people. Since Que Sera Sera first appeared in a widely distributed, popular movie, I would say it was for the "common people" (ie. public). A commonly used term thereafter which became a way for dealing with life's hard times.
The composers, Jay Livingston and Ray Evans, mainly wrote songs for movies. They came from small towns in the US and humble beginnings. So I would say the music was also "by common people". Thus this is a folk song techincally.
