No, it isn't. The beans are because of allergies and kids shouldn't have them until they are at LEAST 5 years old (including peanuts). As for honey, it's best that they don't get it until they're 2.

Beans aren't necessarily a problem for a baby. Beans don't actually produce gas in and of themselves--people who aren't used to eating beans often find them gassy. By giving them to a baby early, it may make it easier for her/him to digest them. Obviously, if the baby isn't doing well with them (or with any other food!!), the answer would be different. And as long as they are cooked until they are soft, they aren't a choking hazard, either. Soy beans can be highly allergenic; other beans are fine.
As for honey, it is recommended to wait until one year old. The difference between 11 and 12 months is probably negligible, especially since 12 months is supposed to be safe for *all* babies, and different babies develop at different rates. In any event, the risks of honey are very small. It is probably safe, although it would be better to wait. In fact, since honey provides nothing other than calories and processed sugar, it is better to wait until the child is several years old, but it isn't strictly necessary.
