Personally, I don't make a practice of it. Maybe it's to see whether they're good for another wear, just as they would smell food to see whether it was safe to eat.

I don't do that, but I would think they want to know whether or not it's still clean enough to wear again or whether it needs to be washed.

Probably to make sure they are clean, if putting them on, or dirty enough to wash if they are taking them off.
