If a digit to the right of the digit you are rounding to is greater than, or equal to 5, round up, otherwise round down.
Lets start with rounding to the nearest ten, I am going to put a zero on the front of the numbers to make it clearer, because that is the actual digit you are rounding to. You will round up to 10 or down to 0(00).
05, 5 is greater than or equal to 5, so round up to ten.
09, 9 is greater than five, so you round up to ten.
02, 2 is less than five, so you round down to zero.
Now lets deal with some larger numbers:
Round 26 to the nearest 10:
The tens digit is the number 2, so we look at the number to the right of the tens digit and see that it is six. Six is greater than or equal to five, so we round up to 30.
finally:
15,400 to the nearest 100:
the 4 is in the hundreds place. To the left of the four is zero. zero is less than five. The number is already rounded to the nearest hundred.
15,456 on the other hand, rounds up to 15,500. There is still a four in the hundreds place, and the digit to the right of it (in the tens place) is greater than five, so you round up.

the rule is if number's lasr digit is less than 5 then put 0 or else make it to the next 0th digit.
for example 112.23~ 112.20 and 112.28~ 112.30.
