and when I get back downstairs, I forget all those things and think about all of the things I could have done while I was UPSTAIRS?

Well to answer the best way is .

Why are you going Upstairs ?

We generally go Upstairs to a room where we have to get things done , we have to accomplish something so while going upstairs we try to prepare ourself by thinking. And its a common fact when you walk your thinking is stimulated by walking though you cant concentrate but its stimulated .

When you come down its like mission accomplished and you begin to think whats done and whats left .

It might be because you are a person who daydreams a lot. You like to let your mind wander away from where your body is. You have a higher level of imagination and you revel in it. Your heightened level of preception allows you to take on many ideas and tasks at once, enabling you to plan better and get more done.

That or you walk up and down the stairs too much...

sounds like a symptom of Murphy's law in action... just a suggestion ..keep a pad of paper with you to write the things down , then eventually when your downstairs -you will do the things you need to downstairs and vise verse... lol..

Sometimes I stand at the bottom of the stairs and wonder 'was I going up for something' or did I just come down from there.
