You need to have hundreds of jumps under your belt and then you are qualified in a limited way. For any specialty jumping (like groups, etc.) you need many jumps in those specialties. This is what I've been told by my wife's uncle who is going for it.

You have to qualify for and pass the test for your own individual license... and that will take a total amount of hours of skydiving under a tutor... and then you have to solo and then you have to log in a certain amount of hours on your own in order to qualify to take the test under the watchful eye of an FAA Rater just to get your Individual Certificate from the FAA...then you have to take Instructor from a Licensed Instructor log in a certain amount of hours for paractice and the again take another test under the watchful eyes of the FAA Raters... to qualify and get your Instructors Certification. In order to keep your Certification, you have to continue to log a certain amount of hours of skydiving within a fixed time... for an example... 50 hours in 6 months... and you are also subject to requalify by FAA test every 3 years... now as to the times, I am just guessing... but I know that it is very stringent now days... My son was a hang-glider... and depending on your time and skills under the testing by FAA Raters, you were given a Certificate of Qualification... and that would determine what kind of hill you were allow to fly off of... There were 3 Ratings, 4 ratings and 5 ratings... and each upgrade was done by FAA testing... These FAA men would spend the weekend and watch the gliders and by their skills they were given their ratings. I imagine that skydiving is under similar restrictions. Safety is a major goal in these sports... Hope this helps you understand... and the equipment is very expensive...
