First of all, Banks are not required to cash checks from their branch if the person does not have an account. If a stop is placed on the cheque a day after it is cashed, there is no re-course for the bank. Banks work on trust, and comfort level. If the person has an account, and they trust the customer, then a cheque will be cashed. If the cank is not familiar with the customer, and is not comfortable cashing the cheque, then they are not required to.

Why don't you want a savings account or checking account? If you live in US, many banks are FDIC insured. Meaning that if someone was to rob your account, you are insured up to $100,000. Plus you will have some growth in the savings account. Its way better than having it in the home because anything can happen in your home. You could lose it, your house can burn down, a thief can easily access it, someone who lives with you can take it, etc.

On the check, there is the address of the bank who issued it. If you go to that particular bank, they must cash it for you for free.

You would have to go to the bank that the check is made out by.
If your pay check is from, Joe the plumbers, and made out on a chase manhatten bank check, then you need to go to a chase manhatten bank.

You can go online and apply for a pre-paid VISA called Wired Plastic. They allow you to have your pay direct deposited. Also Western Union prepaid Mastercard will do the same. That way, your money will be there on payday
