I suppose that all depends on your goals. if you want to work for someone else then I would say the latter however, should you study the former you may still be considered for employment/management in someone else's organisation with the added bonus that you will be equipped with the knowledge to run your own business should you wish to.

I suggest you study MIS first, then an MBA. Technical stuff you'll get in MIS is better taken in stride; although you can take an MBA with IS, you really need the experience that practice will provide in MIS.
I studied BA, then through the years picked-up computers, but never at a level of an MIS grad. Now I'm on an MBA in General Management and looking to study IS auditing as well.

I recommend MIS as many developer or systems roles in IT need a good foundation in MIS theory & practical experience. Business Administration is useful more in a broader general view. It depends also where your own interests lay and which direction you are looking to persue.
