Your hair color, eye color, and complexion are irrelevant, but here are some techniques.
Brown powder eyeshadow applied with a pointy eyeshadow brush used to define the crease and under the eye. Blend edges, but maintain intensity in the crease area.
Black liquid liner is the signiture of the 'Diva' look. Aplly liner as close as possible extending well past the outer lash. Liner should follow a straight line outward, not up or down.
I'm looking at a picture of the results and the model, who happens to be Barbra Striesand, has the egyptian eye look you seem to be talking about.

When you try this technique, take it slow. It make take a few practice times before you become comfortable. I know this from personal experience.

I've done this..in fact people used to say I had cat eyes. The easiest and best thing I've found is to get a real soft long lasting eyeliner...my pick is Revlon's Colorstay in Black. Now pulling from the outside corner of your eye to stretch out your lid..start in the upper low corner down near where your eyelid ends near your nose side. first makes a thinner slow and full even streak tracing along the eyelid as close to the bottom near the lashes work your way out toward the outside of your lid...after you pass midway over your lid turn your eyeliner pencil to get just a tad thicker line going and finally bring it out just a bit past your lash line and into a thin sharp line past the outside of your eyelid...softly color the inside of your lid and then run it across the (inside) of your bottom lid, try to keep it dry..this eyeliner will not burn or clump up on your eyeball at all so don't worry...It may take a bit of practice..but this is the secret to the cat eye look ;) Pamela

The cat eye look is effective when you have light colored eyes. Try getting a lighter colored contact lenses, such as grey or anything with blueish tint. Then use a liquid eye-liner to line the entire area of the eyes, both upper and lower lids. Make sure the corners meet.

To accentuate the look, apply some white or light blue highlights close to the brow bone.
