The shop has no signs saying "all sales final" or "no refunds" and they refuse to refund. It's also not printed on my receipt.

I think that the maximum is $5,000 in small claims court. Call your local court house and ask questions. If you want to sue for the full $13k, then I would contact a good lawyer that works per diem.

I guess you would take that to a civil court, because it is between you and another person (well shop owner of a car shop). You would need to take them to civil court because it involves money.
