HP_Administrator is a name that is usually given to the administrator of HP print servers. Without knowing more about your computer and network setup, it's going to be difficult to advise you with any amount of accuracy.

Try going to Start > Run > control useraccounts 2

and change your account from whatever it is to the "administrators" group, and then you should be able to just delete HP_Administrator because XP creates its own administrator, you don't need HP's

The issue is that you may not have administrative rights to your computer. In order to have to have those rights , you have to log in with the administrator password. If you don't have that password, you won't be able to create or delete the other accounts or in some cases download software on your computer. Please contact whoever owns and controls the computer for that matter.

Log on as HP_Administrator.

Give admin rights to your account.

HP may not allow you to remove the HP Adminstrator.
