Files are documents used by your computer and cookies are pieces of information used by different websites that let their site know where you've been and what your interests are. They do not have your personal information in them, just where you've been and what you looked at on their sites.

In summary: A cookie is temporary & a file is permanent.

A computer file is a collection of information that is stored in a computer system and can be identified by its full path name. Computer files are so called because they are the computer equivalent of card, paper, or microfiche files in the traditional office environment. Computer files provide a way to organize the resources used to permanently store information inside a computer.

An HTTP cookie, or a Web cookie, is a parcel of text sent by a server to a web browser and then sent back unchanged by the browser each time it accesses that server. HTTP cookies are used for authenticating, tracking, and maintaining specific information about users, such as site preferences and the contents of their electronic shopping carts. The term "cookie" is derived from "magic cookie", a well-known concept in computing which inspired both the idea and the name of HTTP cookies.
