Toto got to stay with Dorothy. Remember the old "witch" took him and was going to have him put to sleep. So he was saved.

Toto got a reprieve from Miss Gulch...
"Toto plays a key role in The Wizard of Oz. L. Frank Baum emphasizes the dreariness of Dorothy's life in Kansas and describes Toto as the only thing that brings her joy. Toto in the movie got to be IN Dorothy's Dream...and in real life as opposed to 'reel' life....was WELL taken care of ~ Never had to miss a meal. Good job ...well done....I ended up with one JUST like Toto in the 80's~

The continuing love of her owner...in the beginning of the movie the witch down the street wanted to take Toto to have him/her put to sleep because she claims that he bite her. Toto was allowed to continue with his life with Dorothy.
