I guess some people want what they can't have and just keeping trying until they get it.

This generally happens when YOU aren't convincingly clear about it being over! For whatever personal reason, you're allowing it to continue at times.
You must make it clear and concise that it's over, then change your phone number to an unlisted one!
If that doesn't work, you go for the restraining order next through the court system.

Call his wife, she will take care of it for you. If he continues get a restraining order. Over 5 years? That is considered dangerously obsessed, make sure that you are not provoking his behavior in anyway.
