Rather than "How Old you have to be" it would suit better if you'd asked "How Old/Young You Wanna Look".
Anyways Clincally safe age would be after 16-18 years for full makeup as the skin would have gained the ability to withstand ABUSE ;-)
It also depends on What exactly You want to wear.. Coz over here in India Babies also have make-up.. They use Eye liner Known as Kajal for all Kidz as young as 1month old!!

Personally i think that u are beautiful the way u are and when u wear makeup it does nothing but hide the real u ... so i would let mi child wear it (i have no children im onlii 14) but i would let her no that she is beautiful with or without it and if she wears it .. dont go over board ,,, wear something natural... that accentuates your beauty

There is no age of makeup you can do it whenever you want like I started to do makeup in age of 9 years.

you don't have to be very old to wear make up! I started in sixth grade. I used to wear a little blush and maybe a little eyeshadow. And now i am in the ninth grade and i wear eyeliner. just as long as you don't wear to much makeup, it's fine to wear it!
p.s. I think i was 11 or12 in the sixth grade.

Any age except 3 years old and below because I heard some people say that is not good for this 3 years old and below kid to wear make-up,it contain chemical stuff thing and spoil children's face.

Well I dont know how old you are but when I was 12 I couldnt wait to start wearin make-up. My mom had put on make-up everyday b4 she went to work so I thought that I needed to also before I went to school. My mom got sick and tired of tellin me no and let me start wearin it. I want to hit her now my face is oily and if i dont spend alot of time washin and puttin different stuff on it i would have a pizza face!!!! So dont start wearin make up to younge believe me. Id say 16 is a good age.

Check it with your parents, however, when you are first beginning don't go overboard. A little lip gloss, some eyeshadow and some concealer for blemishes if you have any should be plenty. The less you wear, the more it stands out.

There is no age to wear makeup. If you are young stay with a nice lip color and a bronzer. Dont but foundation or other crap on your face. You have such nice skin to begin with, dont mess it up.
