That's the traffic light on the information superhighway... when it's red, all the information has to stop, it can only go on green.
This method is commonly used to prevent data packet collisions and thus minimize loss of data and resent packets. Nothing clogs up a system more than having to resend a bunch of packets... it can be a real mess.
Every once in a while, you will get some rouge program (probably from CANADA) that does not adhere to the red / green convention, and just runs amok. If this is the case, you have to call the information superhighway patrol (ISHP) and get them to write that guy a ticket.

Green is for power. Red is for Activity. If the red blinks.. if not then the manufacture can have it set to just about anything, such as a modem riser messenger or even an event indicator.

Green LED indicates that power of CPU is on.
Red LED indicates HDD process, That is if the Hard disk is processing any software or data or is if the HDD is busy with any activity then the red LED glows. or else it doesnt.

The first LED (typically green) indicates power status. Can either be full orange or blinking orange to indicate standby.
The second LED normally indicates hard disk activity - whether it is inputting or outputting data (in layman's terms "busy").
Read your motherboard's manual for the exact things that they represent.

Well, NEITHER should be red, you may want to check your user's manual...good luck finding one on these new computers. You didn't say which brand, but you can check their website.
