I went to a website that had a free hit counter and it said 0000002.

I don't think it's bad.

That website might have just started to have counter few moment ago or website was officially opened to the public few moment ago or that site hasn't done any advertised yet.

It could just be a display counter that doesn't even count just an example.

Maybe the counter just rolled over from 9999999.

it could mean that it is broken or that they just added it. I have one on my website and it is always either broken or it counts a hit every time that you refresh the page.

Not neccesarily, it could be a very recent page that no one knows about or the publisher of the page forgot about

it depends that might have just recently got it or it could be counting by 100's or 1000's other wise if its been there for a while it probably is bad
