High level languages are considered high-level because they are closer to human languages than machine languages (Zeros and Ones).

In addition, Visual Basic is a programming language; Visual Studio is a Development Environment;

(I really wouldn't call C++ a "high level" programming language like its parent C - rather it is more of a mid-level language, since you really can't avoid pointers and some memory management issues of the C kind.)
