and is only getting one week of paid vacation in August. Is this right?

In America, unlike may other countries, there is no mandated paid nor unpaid vacation time that employers must offer. Each place of business determines whether and how much vacation, sick, personal time employees will accrue with tenure. They do have to allow him to view the policy as it pertains to him, so he should be able to see what he has earned and how long it will be before he will be able to earn more, if that is even an option.

Paid vacation time is up to the company not the state. He needs to go ask the personnel director or look in his personnel handbook. In the company I work for you get 1 week after 2 years, 2 weeks after 10 years and 3 weeks for anything over 20 years. So that seems right to me.
