Maybe he's jealous, Your not with him and getting your hair done. men are weird, and have a strange way of thinking sometimes, but perhaps he thinks if your really saving to be with him then you wouldn't be throwing money around so loosely, (and he's not there so obviously you didn't get your hair done for him.) It's hard to save $, and not be able to splurge a Little, tell him to lighten up and assure him you needed a little pick me up 'cause you miss him so much.

Men don't see things the same way women do. We see getting our hair done/nails done as us looking pretty for ourselves and for our husband. Husbands tend to see it as spending money on something frivolous, instead of saving money.
Talk to your husband and be honest with him. Ask him why he hung up on you and ask him to be honest with you about how he feels. Let him know that you do certain things to maintain your appearance and that every few months you like to get your hair done. Just be honest with him and work something out. Your husband is probably just stressed and perhaps has plans for the saved money - like a new car or a house.

60 dollars is not much to spend on your hair you might want to think about getting a job so yall can somehow keep the money separated if you want this marriage to work. That is one of things that make marriage hard and that is not what you two want to be fighting over. I do think that he may have went overboard but he is at work right. You have to take into consideration he might have been having a bad day and wanted to blow steam off. Please do not start your marriage fighting about money talk to him and find a solution for what is OK to spend on. Air Force is not a high paying job and that is what he might be thinking of and just trying to provide for both of your future. a man thinks like that he just wants to provide and when they cant it makes them feel like they have failed

Was it really worth it? Doing your hair?Do you usually just spend a bunch of money? Your husband might want to save for a reason, It's okay to spend some of that money once in a while, but not all the time, if he wants to save some money you need to consider that, Because it's both of your guys money, not just yours...

no. tell him that 4 $60 for a hair cut is cheap (seriously it is~unless you get your hair cut at super cut or something which is completely gross since they arent very good cutters and dont know your hair very well)
