I like to do it when I am pissed off to show more expression. i'm Just kidding. It's annoying when people do that. I sometimes do it when I hit Caps Lock instead of the a. Like this: One time I was walking down the sidewalk and I happened to come apon a dog with 3 legs. He sID, "WILL YOU HELP ME GET MY LEG BACK? iT'S AT THE TOP OF THE HOUSE BY THE ROOF." i REPLIED, "YOU MEAN THE ATTIC?" HE SAID, "wHAT ARE YOU A JERK? oF COUSE THE ATTIC!" so yeah that's when I do it.

Some people use it in moderation to indicate screaming.
Many others type in all caps because they are inconsiderate and don't care that what they post in all caps is hard to read and considered screaming/rude.

I DON'T KNOW! No, really, it's considered yelling to type in all capitals. It's ok to capitalize a word or two for emphasis, but not EVERY word. Maybe those people don't know where the "caps lock" button is.

People type in all caps because they're lazy. People who sprinkle it into their writing are yelling. People who alternate between caps and lower case letters are manic depressive (they're up and down).

I am usu answering these questions at work---where I am required to type in all caps (i work at a call center) and it gets to be a bif pain in the butt to keep switching back and forth.

maybe, they don't know that all caps means they are screaming. when i first got my cell phone i used all caps and my son asked me why was i screaming? i didn't know there was a difference, then they might have all caps locked, they may think it looks neat, crisp, clear

I think to make a specific POINT. It could also indicate screaming, but usually is considered rude.
