for a gay marriage, (civil union) do the rules apply for straight couples getting a civil union?

Depends upon local law. If local law does not provide for a name change, you would have to proceed through the courts as any other name change.

The name change is never truly free anyway. There are costs for driver's license, vehicle registrations, etc. that must be paid regardless of the reason for the name change.

If you mean the wife taking on the husband's last name, in marriage, it's perfectly free. But it reaquires a mental willilngness to do it. Also requires a mental effort to do it and to identify with that last name, non stop. I insist on it, myself.
