From your internet browser Click on "File" then scroll down to "Work Offline"

Add the webpage as one of your favorites, than right click on the link and scroll down to 'Make Available Offline'. That will work. You could also go File, Work offline. Good Luck!

IE: To make a web page available offline, add it to your favorites and check 'Make available offline'. Once you're offline, go to File > Work Offline then go to Favorites and find the page. The page should be available.
