dunno about free pc to phone, they all charge.
But pc to pc download Skype.

Skype
is used to call FREE from a PC (Mac's too) to another PC (or Mac) anywhere in the world.
The download is free too.
Skype out
is used to also call from a PC to a phone and there is a monthly charge.
There might be others but I don't know about them.
I used Skype to call a friend who is teaching in the middle east and there was a 9-second delay each way and bad sound quality. Others say the quality is good though.

Free PC-2-Phone calls to over 45 countries - but you still gotta recharge, at first, for 10euros - cuz not every country is free. Also, to call the free countries, you'll need to recharge and keep some money in yer account.
