Yes, but the movie wasn't a James Bond movie. A spoof was made of James Bond, by writer Ian Fleming.
The freewheeling farce begins when aging Sir James Bond (David Niven) is persuaded to rejoin Her Majesty's Secret Service and head an operation to smash SMERSH. His mission? Topple Le Chiffre (Orson Welles), whose baccarat winnings support the evil organization. Before you can say "double-oh-cross," enticing Vesper Lynd (Ursula Andress) recruits baccarat ace Evelyn Tremble (Sellers) to impersonate the suave super-sleuth and confront the villain. Adding to the mayhem is Sir James' neurotic nephew, Jimmy Bond (Allen), a SMERSH defector.

Two, actually. The 1954 one starred Barry Nelson and Peter Lorre. The 1967 one starred David Niven, Woody Allen, Ursula Andress, Peter Sellers, George Raft and Orson Welles. A recent DVD made of the 1967 one includes the 1954 one as a bonus feature.
