I want to put blue underbody neon lights to my car, but I don't know if they are illegal in Texas. I don't know if the cops would pull me over for having them.

Yes it's illegal but here's the loop hole "only while you're driving" While off the road they can be on and while at a stop light.

any exterior lights that are not original factory parts are illegal in the state of Texas.

Last I knew of, yes....at least in El Paso, they are....I don't know if that is a state or city regulation, however...
