Sales Taxes are done on a state basis. If you purchase something on the internet, and the retailer has a "physical presence" in the state that you live, you are required to pay sales tax.
Meaning if you buy something at BestBuy.com, and there is a Best Buy somewhere in your state - you must pay sales tax.

It would be hard for small businesses operating on the Internet to administer the collecting and paying of the taxes to the many states people could order from. The filing of multi-state sales taxes would be very time consuming for them. They might not be able to afford expensive software programs to handle it either.
As far as the consumer goes, it wouldn't pay to shop on the Internet if you're not handicapped and able to get to a store for your purchase. By the time you pay the shipping AND tax, you wouldn't save any money.

Since the internet is accessible worldwide, a salestax would not be appropiate as there cannot be a set amount of tax with different customers from different countries.

No way!!! We already spend enough money on taxes already. Plus it would be hard, for the sales tax to work for people outside of the U.S.
