that's what level you are according to how many points you have, click on your points and it will explain the levels.

It means you have less than 250 points on Yahoo Answers. You can go up levels by answering more questions.

Means the points you have got totals you up to level 1. :-)

you need to answer questions to go up in level...and ask less questions
