Why obsess about a few kilobytes of data in your temp folders. Maybe the program needs to maintain a constant connection to these temp folders until such time as the process that wants access to those temporary files no longer requires them, for example windows needs to keep files of quick links to recently accessed files, so they can be viewed in Start ---> Documents, and while these links can be deleted from the folder named "recent" the temp connection is maintained in the windows system directory, and cannot be deleted. Perhaps the same thing is happening with MS Publisher or webclient.
