The difference is - there is no "on" in a) ;-) LOL - you can be watching a PROGRAM or a MOVIE or a SHOW on TV, but you can't be watching ON TV. Unless you're a cat who's watching his pet mice, perched on top of a TV! LOL

a. I am watching TV.
This is correct! Notice the spelling too...! It simply means that at this moment in time, 'I', am watching some kind of TV programme.
b. I am watching on TV.
This is wrong ... you can say "I'm watching a movie on TV." but you can't just say "I'm watching on TV." You have to be watching SOMETHING "on" TV!
"I'm watching a movie on TV."
This means that, at THIS moment in time, 'I', am watching TV, and it's a movie that I'm watching.
The words 'a movie' can obviously be replaced with other words, the news, ER, etc!
You could also say;
"I'm watching ER." ... if it's obviously a TV programme.

Let's see, first of all, it's WATCHING not WACHING.
Secondly, a) is correct, you are watching TV. The idea that you are doing something to something.
b) is incorrect because it doesn't make any sense.
In order to make b) correct, you need to add a subject.
For example
"I am watching ___________ on TV"

in B you are saying you are watching something, the sentence is incomplete, in A you say you are watching tv, just not what program.

'I am watching TV' means that the television is on, you're in front of it watching.
'I am watching on TV' means that you have appeared on television performing the act of watching.
