I just want to know who knows this Q- cause I asked a 3rd grade kid and gave me alot of information and I got a A- on Social Studies.

Actually, the Federalist Party wrote it. There were abstentions from many at the meeting [including Jefferson]. George Washington then persuaded the last 4 that wouldn't sign to do so in a stirring speech and that is when it was signed by all.
