Ok first off, if youre seeing the BIOS loading screen then the BIOS is doing something, at least to start off. However, its either locking up or its not finding anything to continue to. I would recommend disconnecting everything from your motherboard except for video, cpu, ram and power, then clear the CMOS by removing the CR2032 battery for 2-3 minutes.
Then restart everything and see if you get further. If you do, begin pressing delete to enter the CMOS setup utility, and locate the section where you can disable the "Full screen logo show" option. THen you should get more complete booting information. Save, restart, and see what error youre recieveing.
If youre just getting the standard no drives error, then attach your hard drive (ONLY! No sound cards, dvd drives, floppies etc.) and try to boot again. See what happens then. If it boots ok and boots into Windows, begin adding devices back one at a time until you hit something that stops the computer.

Try calling the local library and ask for the librarian with the most experience on computers. Ask a computer nerd or a computer teacher at your college. Ask a girlriend or a guy that you might like and ask for help. Last
resort: call Best Buy; they have computer techs
working there. Call in advance and see if they think that they can fix your problem. You may have to take your original windows xp disk with you. This costs big bucks!
Before you do any of this, Start the computer
and keep tapping on the F8 key. You should get a screen with several options:
First try start the computer in safe mode.
If that doesn't work, turn it off and then turn it
on again and keep tapping the F8 key. Then choose. Start the computer the way it started
correctly the last time.
If that doesn't work, turn it off, then start it again
and again keep tapping the F8 key and choose
start windows normally.
If none of this works, try the other things I mentioned in the beginning. Get a book called
Windows for Dummies. It has a lot of problems
with answers explained for the novice.
I wish I could help you more!

Reboot the PC. Hit the delete key
If not that..hit the F1 or F2 key
If not that...hit the Esc key
If not that hold down a bunch at once see if the error beeps sounds and gives you a stuck key message and any other options. Some low end boards will not let you change anything but the date and time. Good luck

This is not really a problem. A lot of mother boards show thier Logo on startup. When the logo appears press the escape (ESC) key. Usually this will make the logo go away and let you see the more techie stuff.

Actually sounds like hard drive trouble can you hear it whirring inside when the pc starts? If so, it's okay. To get into BIOS, hit the delete button a few times when you see the motherboard logo. Also, check to be sure there is no CD or floppy in the drives before you start the pc, depending on your boot order, this could be the trouble

You should be able to enter the bios with a shortcut key or keys.
Like pressing the delete key after the computer is turned on ... If that doesnt work there may be another key...look in your motherboard manuel if you have it.

Try doing what Benjamin suggested and if this still doesn't work can u enter the beep sequence. Like short beep than long beep or two short beeps. By this you can tell what actually is wrong during the POST test and then you can just replace that.

When you start your computer, you are supposed to hit esc or delete to get to the bios screen before the logo comes up.

Well, the worst thing you can do to a computer is turn it on/off.
You actually create internal surges by doing so.
Let it run.
I only ever turn mine off when:
1. A storm threatens (I shut down and unplug EVERYTHING connected to the outside world*)
2. I go on vacation (* see above)
When you do get it started..let it run.
It's also best to have power management shut down your HDD after a while as well.
