it could be razor burn. use some hydrocortizone cream (sold at your local drug store- over the counter).
if it doesn't clear up- see a dermatologist.

MY first guess is they are from shaving your legs. I am assuming you are a girl. When you shave, always shave in the evening, not the morning. Use a good sharp razor and switch blades often. Soak for a few minutes and don't use water that is too hot. If the are ingrown hairs, use a good scrub on your legs and use tweezers to pluck them out.

Try aloe vera from the plant - break the limb from the stalk open it up and slice it open (length wise) and rub the 'gel' onto your thighs - do not rub off - it's best to apply after bath or after a nice cool compress has been applied to the area.

Do you shave? If so, it is because of shaving. Also, in summer, when you have a skirt on and walk, you rub your thighs. That causes the problem. Try to keep them dry with baby powder.

Probally, heat. I always use powder, and rub it on my leg for a few days, and they go away. The best kind of powder is the ones that say pure corn starch.

well.. it could be dry skin, heat rash (from hot weather + jeans or some other chaffing material) or ingrown hairs.
i suppose you could try putting lotion on your legs and wearing looser pants when you're at home, shave according to hair growth.

i get those 2 , in the same spot , i believe it is blocked sweat glands from paints to tight and being hot
