I would read the "Official Preppy Handbook" by Lisa Birnbach first. You need to get the correct clothes, shoes, hairstyle and behavior down pat first. You will also need lots of money because it is expensive to be very preppy.
You can buy your clothes at L.L Bean. Lands End or LaCoste to start. You need to sail, play tennis and perhaps wear Sperry Topsiders and Tretorn sneakers.
There are problems to be overcome with your friends and enemies at school. This is the most difficult hurdle. If there are many competitors for the title of "Preppiest Girl at School" you will have a harder time.
But if you are able to convince everyone that you are the the most powerful and knowledgeable "prep" you can do it. This boils down to how much charisma you can muster and how well you are able to win friends and influence people. To do this you will need to learn about diplomacy and politics.
So I suggest you read a book by Dale Carnegie called "How to Win Friends and Influence People". You have a lot of work to do. Why not just be yourself because that is great and good enough!

Wear the most expensive clothes (i.e. Aeropostle, Abercrombie..)
Then start hanging out with the coolest kids in your school and become the leader of them by being the coolest out of all of them.
Then you can be a ***** to everyone and be known as the most popular girl in school. lol.

I am a sixth grade teacher and it seems that preppy has several different meanings. Do you mean popular? Do you mean preppy-- as though you look like you're preparing for prep school? Do you mean trendy?
I can't help you if you're not more specific. Perhaps a question you need to ask yourself is, why would you want to be?
