Ceiling fans are rough on light bulbs. The bulb is trying to do its work in an environment is is vibrating (from the fan) and subject to the slight power spikes and valleys when the motor is working.

They make light bulbs that are specifically designed for ceiling fans. I haven't seen halogen ones in particular, but wouldn't be surprised if these exist too. In any event, try to switch brands.

The oils from your hands can and will cause halogen bulbs to burn out quickly and sometimes burst instantly. Try using a clean cotton sock over your hand when you install your next bulb.

i agree with above.... halogens get hotter too as well dont they? that may also add to the issues of vibration and power spikes
