It depends on what genre of music you're referring to or if you're referring to best singer concerning their lyrics, vocal range, etc.
Personally, I would say Eric Clapton because his lyrics and songs are amazing. He may not reach those high notes, but he has a nice soothing voice and his songs can stir up emotions within you.
