Ok, first you need a list of things you want to buy. Some things you may need:
Foundation
Blush
Eyeshaddow
Lipstick or lip gloss
Maybe mascara
Eyeshaddow brush
Blush brush
Those are basic. Right now I wear all of what I just said, plus eyebrow pencil, concealer, a few diffrent types of lipstick, powder, mascara, and diffrent creams as a base. However, I have been wearing makeup for many years now, and I have learned a lot about it. I am not going to give you tips on any of those, but instead have you try out the basics first and go from there. Huge tip: Buy from wallgreens. They have good prices but an amazing collection.
First thing you do is put on your foundation. I use cover girl, which is only about 3 or 4 dollars a bottle. It may take a few bottles before you figure out which one works best for you, but thats normal. This you want to be as close to your skin color as you can find, otherwise it looks terrible. You put it on by putting about a thin dime sized bit on your hand. Then you dip your finger in it and dot it all over your face. After you do that, rub it in. Make sure it is all rubbed in and it looks even. Do it to your all over your face, from your hair line to your chin line, and blend it a little past your chin so that in case you are even a bit off, it isnt as obvious.
After you are done with that, you use your blush. One thing about blush, you need to use a type of blush that works for your skin. If you have yellow undertones (you are able to tan and even if you do burn, something comes from it after the burn is gone) then you need to use blush that is brownish or yellowish. You said that you are somewhat tan, so I sugguest a good bronzer. You can use a gel or powder bronzer, but I sugguest a powder because they are easier to work with, and because you dont have a good background with makeup a gel might not be best to start off with. I'll put a link in the sources list. It is by bone bell, which is a good brand for your age, but it also isnt that expensive. The way you put it on is take your brush (Another link), rub it a little in the bronzer, lightly tap it against something to get some of the powder off (it looks better if you dont apply all of it on) on your cheeks. Until you know where to put it, smile while you do this and put it all over where your smiling cheeks. Dont put too much on, just enough to make you look like there is a diffrent color on your cheeks. Then do the same thing, but put a dab (Only a dab, nothing more) on your nose.
After you are done with that, move onto the eyeshadow. Please do me the favor and dont use stupid colors. Try to make it look natural. You said you have hazel eyes, so I will work off of that. I recomend a thing by almay. In fact, I will yell at you if you buy anything else. They make trios for diffrent eye colors. I have multicolored eyes that are mainly green, and when I wear the green trio, they just pop and look much more green. If you apply the makeup right, you will look... just beautiful. I havent seen anyone look bad in that makeup, so just buy it. It is about 8 dollars for a trio, but trust me it is worth it. (link at the bottom) You take your eyeshadow brush (link at the bottom) and swipe it across the lowest color (do the tapping on something thing like you did with the blush) and put it all over your eyelid. Make sure that it is light and you can just barely tell that you are wearing it. After that, take the highest color closest to the top, swipe your brush on it and put it everywhere from your eyebrow to your eyelid. Again, do the tapping thing and make it very light and barely detectable. When you are done with that, take the middle color, swipe, tap, and apply it a little darker in the crease where the eyelid and skin below the brow meet. They will have pictures on the back. This looks so natural, brings out your eye color, and is just amazing.
We are going to skip eyeliner because it takes more skill than a lot of things to apply, and it looks bad if you dont use it correctly.
So on to mascarra. Just open it up, and brush it onto your eyelashes. Its easy to put on. When you are done, swipe your finger across the eyelashes to get rid of clumps. Black looks good on everyone. (link at bottom)
Last thing you want to do is put on your lipstick or lipgloss. I assume that you are pretty young, so I sugguest a gloss. Maybelline has really good lipglosses, so look into those. Remember what I said about if you tan well to use a yellow or brown blush? Its the oppsite of that for lip color. If you have yellow undertones, use cool colors like pinks, reds, things like that. If you have pink undertones (you burn more than tan) then use more natural browns. Just put it on like chapstick and you are done.
After a full day of looking your best, having guys or girls (whatever one you perfer) ooh and ahh over your extreme beauty, its time to take it all off. Because eye makeup doesnt come off very well by itself, I sugguest getting a makeup remover. I always sugguest a liquid remover. Just put it on cotton balls and rub off whatever you need to take off. Ok, a little more info. Now that you will be wearing makeup, it does a pretty big number on your skin if you let it. Use a good cleanser and moistruizer, and I sugguest a good eye cream. I will give you links to what you need for your face to make sure that the makeup does NOTHING to your skin.
A little note about moistruizer: Always put it on your neck. It will help you when you get much older. Also, the products I put in the source list are good, not perfect. They are great quality for the price, and I have personally used all of them at some time. The face care (moisturizer, face wash, and eye cream) you dont need to really do that until later, but your face will look better if you start when you first start wearing make up.
I know this is going to be expensive. I will sugguest a list of things to buy in a good order. In this I will include more types of makeup than I told you how to use, because you dont need them for now. You need a few basics to find your look and then move on to more complicated things. Things I sugguest for now I will put a * next to.

Make_up can be fun. Start light. Don't worry about glam right now. First make sure you are doing a good daily routine for great skin. For the best look possible take care of your own glowing healthy skin. With a little touch of make-up, it will enhance your already beautiful features. After you cleanse and exfoliate, use a gentle toner and then a good moisturizer. You need to do this at least once daily. It is really important to repeat it again before bed, so your pores can breath and recoup while you sleep, since this is the time we produce the most new skin cells. You may need to search out and experiment with different products to find what works best for your skin type. Make-up is the same way. Try different kinds and color combinations. Start with subtle hues and work from there. When starting out, just try a lip gloss, then to soft shades of lipstick later. With lips, follow your natural lip line. If you feel you need a little blush, go subtle on that too, little circular strokes around the cheekbone, just above the "hollow" and touching lightly around the "apple". Eyes may only need a little color in earth tones and light shades of brown, gray, or heathers toward the outer upper lids. If your lashes are real light, apply a light brown or a soft brown/black mascara to the outer lashes and go real light on the lower lashes or you may have shadowing that gives a dark circle effect that is not very attractive. Brows only need grooming or perhaps a very little petroleum jelly. If they are also very light, you may wish to add just a little brush of light brown to them. The link below is a really great way to try on eye shadow without buying. But for what you've told me I'd say coral lips or a clear gloss, very light pinkish blush if any (I never use it, but others do.) For eyes, a choclate brown or mossy green. I'd stay away from bright eye color, it detracts from the hazel. Also, my bff (who has hazel eyes) told me that smokey shadow makes her eyes look grey, she doesn't do that to often, but every once in a while it strikes her to be gray for a day!

WEll, be sure not to over-do your makeup. First take into consideration why you are wearing the makeup. Are you going out at night, or is it a daytime party, or work or school. Heavier makeup, esp. eye makeup is okay at night, but not during the day.
Essentials:
1-Foundation, liquid or powder, I use covergirl true blend it is a powder that goes on like a liquid, very nice
2-mascara, I like dark brown, I wouldnt use black for everyday
3- Base color for your eyelids. I use a soft pink, or you can use a fleshtone.
4- eyeliner - Liquid for darker dramatic lines, pencil for everyday. usually brown, or dark colored, black is okay if put on sparinly
5- Assortment of eyeshadows. The more expenisive the better usually
First you want to cover your face w/ the foundation, making sure not to put on too much and to blend it into your neck so there is not a noticable line. Then you put on your base color to your eyes. Cover the whole lid from lash to eyebrow and from the corner of your eye out to almost your temple.
Then choose a light color eyeshadow to go on your lid from lash to the crease of your eye. Use a good brush for eyemakeup, dont use that spongy thing they give you unless you have to! If it is everyday makeup I stop here and put on a fine line of eyeliner and my mascara. If you want to be more dramatic, use a darker color eyeshadow on the outer corners of your eyes above your crease. Blend it well into the first color at the crease.
I would start with golden eyeshadows to compliment your tan skin and eyes. Champagne color is also good. If your eyes are lighter, do not use black eyeliner too heavy, looks trashy. I also perfer not to put eyeliner under my eye, I always smear it and I just do not like how it looks.

Start slowly and add more products as you feel comfortable. Start with a lip gloss. You can go to a make-up counter at the mall (like Clinique or something) and have them help you pick out a good color. (Then you can find a cheaper version at your local drugstore, LOL :) Then add items ... bronzer or mascara are good items that stand well alone. And remember practice makes perfect. Have fun!

I'm assuming you are young, and don't need foundation. Tans, browns and neutrals bring out hazel eyes. You can go to a make-up counter at dept. stores to experiment with different eye and lip colors.

Go to a department store make-up counter and ask one of the clerks to help you. You may even be able to get a free make-over out of it. You're not required to buy the products from them as they are expensive, but at least you'll know what colors look good on you.
