I have an automatic ice maker and once in a while these black paint looking chips will be in clinging to the ice, water has been tested and is fine, what could it be?

You need to have the ice maker changed out. What you are getting is a plastic coating from the mold part of the ice maker (the part where the water sets & freezes)
Some genious engineer decided to add this coating to help the ice cubes break free from mold easier. As the icemaker ages, the coating loses its bond, & you see these little flecks in the ice cubes.
The new icemakers have a clear, extremely thin coating on them & I haven't seen any problems with them.

It is a build up of bacteria from the water. It happens every where. The soda machines at your favorite fast food place, etc. The filter or where the water comes from just needs a good wipe.

Your ice cube has a rare disease called Blackpaint syndrome. Take it to the family physician.
