All of the people who answered before me are wrong in some respect...either not providing a complete answer or just being wrong.
According to the FIFA World Cup Regulations manual, Article 31 states that:
"The ranking of each team in each group will be determined as
follows:
a) greatest number of points obtained in all group matches;
b) goal difference in all group matches;
c) greatest number of goals scored in all group matches.
If two or more teams are equal on the basis of the above three criteria,their rankings will be determined as follows:
d) greatest number of points obtained in the group matches between
the teams concerned;
e) goal difference resulting from the group matches between the
teams concerned;
f) greater number of goals scored in all group matches between the
teams concerned;
g) drawing of lots by the Organising Committee for the FIFA World
Cup™."
If needbe check my source for confirmation, see page 40 - 41.

If they tied when they played each other and the goal differential is the same, I think they go to goals against only. If they are still tied they go to a shoot-out, I don't think this has ever happened in World Cup history. I coached a team that lost a shoot-out in this kind of a tie-breaker.

Whoever had fewer yellow cards. I know this is a factor in determining who goes on in European play.
